Johnston County awards Buffalo Road force main contract; increases CJ regional plant budget for emergency repairs

The Johnston County Board of Commissioners on Aug. 18 awarded the Buffalo Road Parallel Force Main project to Sanford Contractors at a bid of $3,270,778.05 and approved a revised capital project budget and ordinance for improvements at the Central Johnston Regional Wastewater Treatment Facility (CJCRWWTF).
Public utilities director Chandra Farmer told the board the 20‑inch force main runs from the Pine Level/Selma area and will move wastewater to the county’s newer treatment facility. The county received eight bids; Farmer recommended award to Sanford Contractors contingent on Division of Water Infrastructure approval. The board approved the award by voice vote.
Separately, the board accepted a proposed revision to the CJ regional plant project budget that increases the ARPA funding allocation to cover an additional repair at the plant. Farmer said an on‑site 16‑inch airline replacement was needed and that interest earnings on existing ARPA funds allow the county to increase ARPA funding rather than borrow additional funds. The board voted to approve the revised capital project budget and ordinance.
Why it matters: Both actions support the county’s wastewater transmission and treatment capacity needs tied to growth and the earlier fee discussion. The Buffalo Road force main is a transmission project that will route wastewater to the county’s newer treatment facility; the CJ plant adjustments repair critical infrastructure and are funded in part with American Rescue Plan Act (ARPA) dollars.
Implementation notes: The Buffalo Road award is contingent on state Division of Water Infrastructure approval. The CJ project revision uses additional ARPA funds identified as interest earnings; county staff said this reduces borrowing needs for that portion of work.
