Commission hears airport grants, ITS purchases, payroll/budget items and authorization to pursue damage claims
Summary
At its Aug. 13 meeting, the Transportation Commission reviewed airport-matching grant awards, information-systems purchases (including Rave Alert and traffic cameras), large accounts-payable and payroll dockets, and authorized the Office of the Attorney General to pursue two damage claims and accept a $125,000 negotiated settlement for bridge damage.
During the Aug. 13 Transportation Commission meeting, staff presented a series of multimodal, information-systems, administrative and legal items for the commission’s consideration.
Multimodal and aviation
Antonio (planning) asked the commission to authorize a supplemental agreement to extend a multimodal grant with the city of Aberdeen for construction of a secondary rail spur; the supplement would extend the grant completion date to March 31, 2027. Staff also requested approval of FY2026 airport federal matching grant awards for projects funded by the Federal Aviation Administration Airport Improvement Program and by the Bipartisan Infrastructure Law; staff said the MDOT matching program would provide up to half of the required local share for each listed project.
Information systems and procurement
Ben in information systems requested authority for a one-year Rave Alert mass-notification subscription with AT&T Mobility National Accounts for an amount not to exceed $22,500, governed by an amendment to the Master FirstNet service and equipment agreement. Ben also requested approval of a TransUnion risk-and-alternative-data-services agreement for human-resources use at a total not to exceed $3,420 and concurrence with ITS contracting for purchase of traffic cameras and accessories for MDOT’s traffic network at a total not to exceed $86,425. The commission adjusted one dollar amount on the record for an item during the presentation.
Administrative and finance
The administrative-services presenter asked the commission to ratify and approve accounts payable totaling $22,847,854.33 for pay periods July 30, Aug. 6 and Aug. 13, 2025, and to approve the payroll docket for Aug. 1–15, 2025, not to exceed $5,000,000 plus statutory withholdings. Staff also requested adoption of the FY2027 budget request (attachment C) and other routine service agreements and contract renewals for mowing, litter removal and equipment inspections.
Legal and claims
The legal division asked the commission to authorize and request the Office of the Attorney General to file suit and hire expert witnesses as necessary to pursue two damage claims: a $38,546.48 claim against Highland Plantation for bridge damage in Washington County, and a $9,089.64 claim against Cornelia Hampton and Kiana Hampton for damage to an attenuator in Hinds County. Legal staff also asked the commission to accept a negotiated $125,000 settlement from Dunbar Monroe on behalf of SRT Oilfield Service for property damage to the Highway 49 bridge at I-59 in Forrest County and to execute settlement documents.
Other items and executive session
An addendum included termination of a janitorial contract in the Newton District effective Aug. 13, 2025, and a request for an executive session to discuss a workers’ compensation matter and pending litigation. Commissioners agreed to take photographs with rodeo participants before going into executive session.
Where the meeting record shows dollar amounts and contract limits, staff read those figures into the record. Several items were presented as routine consent or administration items and were read into the record with questions from commissioners limited to clarifying details; district follow-up was requested in places where commissioners sought specifics on liquidated damages or schedule impacts.
