Plan commission debates expanding consent agenda, members urge balance for transparency

The Oshkosh Plan Commission on Aug. 5 discussed changes to the commission’s agenda layout intended to streamline meetings by moving routine items to the consent agenda, but several commissioners voiced concern about losing the informational benefit of staff presentations.

Planning services staff told the commission the revised agenda language is meant to mirror the common council and to reduce verbiage; the proposal would keep routine items such as minutes and straightforward public-works items on the consent agenda. The staff presenter said consent placement is intended for noncontroversial items that can be removed for discussion on request.

A planning services manager said, in response to questions, that "ideally, we would like to see [routine items] stay on [consent]," but that items can be removed if any commissioner requests discussion before the meeting so staff can prepare technical responses.

One commission member said they value staff presentations because they often rely on the verbal explanation to understand documents they have not had time to read closely. That member said they were concerned the change could reduce viewers’ access to information and make it harder for commissioners to follow complex items.

Other commissioners noted the commission has previously moved routine public-works items to consent and that most such items have been straightforward, but they acknowledged there have been occasions when items pulled from consent prompted longer discussions. Planning staff said feedback from commissioners will guide which items remain on the regular agenda versus consent.

No formal action was taken on the agenda-layout proposal at the meeting; commissioners asked staff to continue using discretion and to accept feedback about which items should remain on the regular agenda. The commission then moved to adjourn.
