Plan commission approves drive aisle and ATM at Radford Square; nine parking stalls removed

The Oshkosh Plan Commission on Aug. 5 approved a specific implementation plan amendment to construct a drive aisle and exterior ATM at 90 Wisconsin Street, part of the Radford Square condominiums, by a 6-0 roll-call vote.
Planning staff said the project would create a new drive aisle on the north side of the property to serve an exterior ATM for Prosperity Credit Union and would require removal of nine parking stalls and relocation of a landscape island. Staff recommended approval, noting the site will still provide far more spaces than required and that impervious surface coverage would remain below the zoning maximum.
Radford Square’s common area is about 2.42 acres and contains parking, walkways and green space behind commercial tenants including Prosperity Credit Union, Jimmy John’s and Big Apple Bagels. According to staff, the zoning ordinance requires one parking space per 300 square feet of ground-floor building area, equating to a minimum of 68 spaces for this site; the property currently provides 153 spaces. The nine-space reduction would not change compliance with the parking requirement.
Staff reported the new layout slightly reduces the site’s impervious surface ratio to roughly 81.8%, under the urban mixed-use district maximum of 85%. No new lighting or signage was submitted with the plan. Stormwater management will continue to function as before, staff said.
Tim Carlson, identified as the applicant, said the proposal is “basically, we’re just putting in an ATM, and the drive aisle, to help basically help the Prosperity Union.” Commissioners asked technical questions about the enlarged landscape area; a staff presenter pointed to the revised grassy area and said it is larger than the previous configuration.
A commissioner who said he is a frequent user of the area said he had not observed parking shortages and did not expect the lost stalls to present problems; no commissioner voiced opposition. The commission then moved to adopt the findings and recommendations in the staff report; the roll-call vote was Mister Lowenstein — Aye; Miss Kron — Aye; Mister Pollack — Aye; Council member Bulow — Aye; Mister Rucker — Aye; Vice Chair Keefer — Aye. Motion carried, 6-0.
The approved amendment allows the drive aisle and ATM as shown in the submitted plan; staff noted there is no change to the site’s access configuration and no additional landscaping beyond the relocated island and new grass area. The plan will proceed consistent with the submitted materials and any remaining administrative approvals required by city staff.
