Council advances ordinance updating private-property ‘booting’ rules, adds amendment to protect delivery vehicles

The Newark Municipal Council on Aug. 5 discussed an ordinance amending rules for booting and removal of vehicles on private property, updating fees and mobilization regulations. Council members said the change responds to frequent resident complaints about illicit booting practices tied to private towing operations.

Councilor Ramos thanked the administration and the clerk’s office for drafting the ordinance and said it “sets some very clear standards and protections for residents.” Ramos also asked that an amendment offered by Councilman Kelly be included to protect delivery vehicles that he said are sometimes victims of “predatory booting.” The council president and clerk confirmed the ordinance will be introduced as amended and that the public hearing will remain open for an additional meeting to allow the amendment to be added.

City staff and the clerk had worked with the Department of Public Safety to draft the legislation after the previous month’s meeting, and the ordinance was advertised so it could be placed on the hearing. The council president urged a prompt adoption, noting the changes would be beneficial for residents.
