Kuna Council approves cases 2409AM and 2506S after receiving fire and school district letters

The council had tabled the items at its July 15 meeting pending those responses. Troy Beheunen, senior planner in the city’s Development Services Department, told the council both letters were in the meeting packet (school district letter on page 191 and fire district letter on page 192 of the packet) and that the agencies had responded to his email the morning after the July meeting.
Council members said the agency responses removed the immediate administrative objections. One council member said that while multiple agencies had indicated they could serve the proposal, the council still needs an actual capacity plan from the school district to assess long-term impacts and mitigation — particularly because school capacity can depend on bond approvals. The council member noted that without clear plans for adding school capacity, it is difficult to rely on bond passage alone as mitigation.
A motion to approve case numbers 2409AM and 2506S passed by voice vote; no named roll-call objections were recorded. The council returned the items to deliberation after the public hearing had been closed and approved them with the staff-received agency letters in the record.
Council members and staff said the development will continue to follow customary review and permitting processes and that related questions about school capacity and mitigation remain subject to future coordination with the affected agencies.
