Planning commission approves Matheson Medical rezone and site plan for 2-acre downtown infill site

A rezone to Downtown Core and a site plan for a proposed 20,000-square-foot, two-story professional office building known as Matheson Medical were approved by the Queen Creek Planning and Zoning Commission after a public hearing and vote.
The project covers a vacant parcel of roughly 2 acres at the southeast corner of Ocotillo Road and Ellsworth Loop Road. Les Johnson, principal planner, told the commission the site is currently zoned C-2 (general commercial) and that the requested rezoning to Downtown Core includes a Planned Area Development (PAD) overlay to permit three deviations from Downtown Core standards: a reduction in some parking stall depths from 20 feet to 18 feet, reduction in a few landscape island widths from 10 feet to 9 feet, and a lowered office floor-area standard tied to the PAD.
Staff noted the building would be located close to Ocotillo Road, roughly 8 feet off the property line in the proposed design, with parking primarily to the south and east. Johnson said the site plan proposes 86 parking spaces in total: 58 on-site and the remainder via a shared-use parking agreement with adjacent property owners. Pedestrian connections are shown to the east and south; three decorative metal panel art screens are proposed along Ellsworth Loop. Johnson said staff found the proposed development compatible with Downtown Core zoning aside from the three requested deviations. A neighborhood meeting on May 20 drew one attendee and no concerns; no written public comments were received.
Applicant representative Adam Baugh described the project as infill consistent with the town's general plan and said collaboration with adjacent property owners makes the development feasible. Baugh said the requested stall and island reductions apply only to limited portions of the site to allow workable drive aisles and additional parking where the parcel footprint is constrained.
The commission opened public comment; there were no speakers. Commissioner Young moved to approve P25-0053 (Matheson Medical PAD rezone) and P25-0054 (Matheson Medical site plan); Commissioner Bridal seconded. The motion carried and the items were approved.
The approval authorizes the rezone and the site plan as presented; required PAD deviations will be part of the approved development standards. The record shows no conditions arising from public comment and staff recommended approval.
Matheson Medical will proceed subject to the permit review and any standard building and engineering approvals required by town processes.
