Board holds first reading of policies 301, 302, 303, 422 and 523; second reading set for Nov. 10

The White Bear Lake Area Schools Board of Education held a first reading of school board policies 301, 302, 303, 422 and 523 and scheduled them for a second reading on Nov. 10.
Board members were invited to reference specific policy numbers and page numbers in the packet and to bring questions for the policy committee. Board member Scar read aloud language from policy 302 describing the superintendent’s role “as chief executive officer of the school district” and noted the section that says the superintendent may delegate responsibilities but remains accountable for delegated actions.
Scar asked whether there have been recent legal changes or substantive revisions to that portion of the policy; a district staff member said a definitive length of time for the policy’s existence was not known at the table. Board member Scar later pointed to the top of the policy where a printed adoption date of “12/11/1995” and revision dates appear.
Board members were told that some policies are updated annually and others on a two- or three-year cycle and that the policy committee can answer detailed procedural questions. A board member who asked about serving on the policy committee was told that committee appointments are made at organizational assignments in January.
No policy was adopted at the meeting; the policies were presented for review and will return for action at a future meeting.
