Council approves RCO development grants for Lakefront Park; authorizes mayor to sign agreement

The Lake Forest Park City Council unanimously approved Resolution 25-2036 on Oct. 23, authorizing the mayor to sign an agreement with the Washington State Recreation and Conservation Office (RCO) to accept development funding for the future Lakefront Park property.
Staff said the city was awarded $500,000 from the Aquatic Lands Enhancement Account (ALIA) and an additional $540,000 for water-access improvements after RCO located additional funds. Corey (staff member) told council that the awards, together with an expected $4,000,000 contribution from King County Parks and potential King County Trail funding, would largely close the funding gap for construction of the lakefront project.
Councilmember Mary Fertheim moved to waive the typical three-reading requirement for the resolution; councilmembers voted to suspend the three-touch rule and adopted the resolution on the same night. Staff requested action that evening so the city could begin grant paperwork and meet RCO deadlines.
Ending: The resolution passed unanimously. Staff said the RCO awards are focused on shoreline restoration and water-access improvements (ALIA funds prioritize aquatic lands enhancements), while some other development items could be eligible under the Water Access award. Council directed staff to proceed with the grant agreement paperwork.
