Chief judge introduces new district court administrator; judiciary objects to equipment legislation that shifted costs to counties

Chief Judge Henry Latham and new District Court Administrator Andrea Dosslyn appeared before the Muscatine County Board of Supervisors on Oct. 13 for a brief introduction and a statement about recent legislation.
Latham introduced Dosslyn as the district court administrator for the Seventh Judicial District and thanked the county for its cooperative working relationship. Latham said the branch has invested in new equipment and furniture at county courthouses over the past year and a half and noted that recently passed legislation that assigns office equipment expense to counties “took us by surprise.”
Latham said the judicial branch “was not in support of that” change and indicated the branch would explore options to have the requirement reversed because it imposes additional budgetary pressure on counties. He told the board the branch had been upgrading furniture and planned further work for the clerk’s office but was constrained when the legislation appeared at the end of the fiscal year and prevented installations that must be completed by fiscal-year end.
Board members thanked Latham and Dosslyn and said Muscatine County has maintained a strong relationship with the courts. Latham identified Dosslyn as the county contact for courthouse matters going forward.
