Board approves claims, zoning ordinance amendment, culvert contract and utility permits; schedules rezoning hearing

Muscatine County Board of Supervisors on Monday approved a set of routine but consequential items, including claims for payment, a zoning ordinance amendment affecting detached accessory dwelling units, a culvert construction contract, and multiple utility permits, and set a public hearing to consider a rezoning request.
The board first amended and then approved the claims docket for Oct. 13, 2025. Supervisors removed a Muscom claim before voting to approve claims dated Oct. 13, 2025, in the amount of $4,346,809.98 (with the Muscom claims removed). The amendment and final approval were moved and seconded and carried on voice votes.
In planning and zoning business, the board voted to waive the requirement of three readings and to approve Ordinance No. 10-13-25-01, an amendment to the Muscatine County zoning ordinance related to detached accessory dwelling units. The ordinance passed on a roll-call vote; the board recorded “Scott,” “Jeff” and “Kurt” as voting in the affirmative.
The board set a public hearing for Monday, Nov. 3, 2025, at 9 a.m. on a request to rezone approximately 2.1 acres in Bloomington Township (2473 Bayfield Road) from A-1 agricultural to R-1 residential. The motion to set the hearing was moved, seconded and approved.
In public-works business, County Engineer Brian Horsrowski recommended awarding contract L-MOD-7-73-70 (a twin RCB culvert on 180th Street) to Iowa Bridge and Colton for $448,411.80. The board voted to award the bid and accepted Horsrowski’s schedule expectations for a quick turnaround on contract signing.
The board approved a package of utility permits presented by the engineer’s office. Permits included a Windstream Communications fiber bore on Adalissa Road and multiple Interstate Power and Light/Alliant Energy electric bores along several county streets. Staff noted one Alliant route is largely on private easement and will require county processing where the route crosses county roads.
Other routine actions approved included the minutes of the Oct. 6, 2025 regular meeting and authorization for the chair to sign the Chief Elected Officials Shared Liability Agreement for the Eastern Iowa Workforce Development Area.
