Council approves vacation of alleys near downtown to allow 1.95-acre multifamily development; parcel appraised at $850,000

The Everett City Council granted a petition on Oct. 22 to vacate remaining alleys in the block bounded by Rockefeller Avenue, Oaks Avenue, Pacific Avenue and 30th Street and directed staff to prepare an ordinance implementing the vacation subject to conditions in the staff report.
City staff said the area to be vacated totals approximately 9,445 square feet and is zoned MU-15. The petitioner intends to consolidate adjacent parcels into an approximately 1.95-acre site for a multifamily development. The city will retain utility easements in the east–west alley and in the north–south alley until utilities are removed or relocated; the east–west alley will become a private access drive and the city will retain public-utility easements until decommissioning.

During the hearing, staff said the vacation procedural requirements and notice were met. Ending: Council voted unanimously to grant the petition and directed staff to prepare the vacating ordinance; the petitioners must pay the appraised value and meet staff conditions for the ordinance to become effective.
