- Meredith Drive voluntary boundary adjustment / right-of-way (Resolution No. 267-2025): Motion to adopt made by Councilmember Bodie; second by Councilmember Kroll. Vote: Unanimous approval (Councilmembers Bodie, Cacciatore, Kroll, Carberry Montgomery, Rosendale voted yes). Council approved the comprehensive-plan amendment (motion by Councilmember Kroll, second by Councilmember Cacciatore) and approved first reading of Ordinance No. 2025-18 rezoning the site to PUD (motion by Kroll, second by Cacciatore). Council also approved Plat 1 preliminary and final plats and the Phase 1 high school and Early Education Center site plans (motions and seconds recorded for each in the meeting record). Council revised PUD language at the meeting to require city-council approval of materials for future athletic and ancillary buildings.
- Urbandale Marketplace, Lot 2, Plat 2 amendment to PUD (AutoZone at 10950 Plum Drive): Motion to approve by Councilmember Carberry Montgomery; second by Councilmember Kroll. Vote: Unanimous approval. Planning staff noted the lot is a difficult-shaped parcel with an easement; the applicant's landscape plan was shown in the packet.
- Development agreement with MP South LLC (Temple Real Estate) at 10100 Plum Drive: Motion to approve council letter 8317 (motion recorded as by Councilmember Kroll; second by Councilmember Bodie). Vote: Unanimous approval. Staff said the building proposed is about 9,886 square feet, construction estimated at $2,800,000, and the agreement follows the Northwest Market urban-renewal TIF schedule (rebate schedule: 75%, 60%, 45%, 30%, 15% over five years). Estimated total TIF rebates for the project were given as approximately $91,000 over five years, based on assumptions in the staff report.
- Urbandale Marketplace Lot 2 site plan (AutoZone): After the PUD amendment, council approved the site plan for AutoZone; motion by Councilmember Bodie and second by Councilmember Carberry Montgomery; vote unanimous.
- Establish public hearings and administrative items: The council established public hearings for right-of-way vacation and sanitary-easement vacations related to The Meadows Plat 1 and The Loop at Plum Drive; motions carried by recorded voice votes.
- Bentley Ridge West preliminary plat (western growth area): Motion to approve by Councilmember Bodie; second by Councilmember Carberry Montgomery. Vote: Unanimous approval. Staff noted the preliminary plat covers approximately 76 acres in two phases and includes trail and parkland outlots.
- Professional services agreement (federal lobbying coalition for postal issues and related bills): Motion to approve council letter 8314 (motion by Councilmember Bodie; second by Councilmember Cacciatore). Vote: Unanimous approval. Staff said the agreement is the city joining a coalition of communities to retain a federal lobbying firm; participating communities will each contribute $1,000 per month provided at least 11 jurisdictions sign on.
What was unanimous: Most council votes recorded at this meeting were passed unanimously by voice vote after motion and second. Abstentions or recorded no votes were not indicated for the key items above.
