Summary
At its Oct. 14 meeting the Hilliard City Council approved rezoning ordinance 25-23 (5-2), awarded construction contracts for Wilcox Road and Darby High School retention-basin work, accepted a right-of-way conveyance and adopted a cybersecurity resolution; several ordinances were set for second reading or first reading.
Hilliard City Council passed a package of ordinances and resolutions at its Oct. 14 meeting, including a rezoning ordinance, two construction contracts and a cybersecurity program adoption; several budget and code updates advanced to future readings.
Most significant, Ordinance 25-23, a rezoning of 1.284 acres at the northeast corner of Roberts Road and Alton Darby Road from R-1 (low-density residential) to HCD (Hilliard Conservation District), passed on second reading by a 5-2 roll-call vote. The Planning and Zoning Commission had forwarded a positive recommendation; city staff said the rezoning would allow inclusion of the site in the Alton Place HCD plan so a convenience store/automobile service station could be sited on the northeast corner rather than the previously-allowed southwest corner.
Other Council actions included: - Ordinance 25-25, authorizing the city manager to purchase stop-loss insurance, passed 7-0 on second reading. - Resolution 25R80: awarded a construction contract to Strauser Paving Company for Wilcox Road/Silverton Way improvements, authorizing up to $234,000 including a 10% contingency; passed 7-0. The project covers resurfacing, trail rehabilitation and a crosswalk improvement and is expected to be completed by next spring. - Resolution 25R81: awarded the Darby High School Retention Basin Rehabilitation Project to J and J Schlegel Inc.; the project was the low bidder, includes bank stabilization and limited tree clearing, and will be funded over two capital budgets (about $183,000 remains in the 2025 capital budget and the balance will be included in the 2026 capital budget); passed 7-0. - Resolution 25R82: accepted a conveyance of 0.148 acres of land from 5471 Scioto Darby Investors LLC for public right-of-way; passed 7-0. - Resolution 25R83: adopted a cybersecurity program and policies to comply with Ohio requirements (House Bill 96 / Ohio Revised Code subsection 9.64); staff said the city's IT department already aligned controls to NIST standards and the resolution formalizes compliance; passed 7-0. - Consent Agenda item 25R78, accepting sanitary sewer public improvements from Upper Scioto West Phase 2 subtrunk, was approved as part of the consent agenda.
Council also advanced several items to later readings: Ordinance 25-26 (operating budget appropriations for the period ending Dec. 31, 2026) will have its second reading and public hearing on Oct. 27, 2025. Ordinances 25-27 and 25-28 (annual updates aligning city code and traffic code with the Ohio Revised Code) were introduced and placed on the Oct. 27 second-reading schedule.
Roll-call tallies were recorded where provided. For Ordinance 25-23 the roll call was: Miss Cole — Yes; Mr. Carrier — Yes; Ms. Hale — Yes; Mr. Betts — No; President Catone — Yes; Ms. Vermillion — No; Vice President Teter — Yes (Pass 5-2).
