Board approves reappropriation to let Buckingham schools give staff bonuses in December

Buckingham County supervisors approved a budget reappropriation request from Buckingham County Public Schools to allow the division to distribute state bonus funds and local balances to employees in December 2025.
The superintendent told the board the state distributed funds in June specifically for bonuses to SOQ (Standards of Quality) positions and gave divisions discretion over timing and distribution. Buckingham County Public Schools decided to distribute the funds in December 2025 and requested a total reappropriation of $353,630: $217,261 in state bonus funds and $136,369 from local year-end balances.
If approved, the package funds approximately 350 full-time contracted employees at $1,000 each and about 55 full-time hourly employees at $500 each; the latter group was described as hourly special-education paraprofessionals and hourly school bus drivers. The superintendent said the request does not ask for new revenue from taxpayers but returns previously appropriated funds held in the division's reserve balance.
A supervisor made a disclosure on the record that he is a school bus driver and that he intended to participate in the discussion and vote; he said he could participate fairly and objectively. The board then moved, seconded and approved the reappropriation by voice vote.
Board members asked clarifying questions about which categories of employees would receive $1,000 versus $500 and were told that full-time contracted paraprofessionals and other full-time contracted support staff would receive $1,000 while part-time or hourly staff would receive $500. The superintendent noted the money had been returned to the county at year end and is not new local taxation revenue.
The motion to approve was seconded and approved by the board; the superintendent and staff thanked the board.
