District outlines data-driven supports: Canvas templates, MasteryConnect and coaching emphasized

Chesapeake's central-office leaders presented a plan to align district resources and supports to help schools accelerate improvement. Dr. Delphine Joppa, chief academic officer, and Dr. Angie Isbell, chief of schools, described an approach that uses academic, behavioral and attendance data to target coaching, interventions and professional learning for each school.
"Data is the starting point and the driver of all of our decisions," Joppa told the board as she outlined the district's tiered model of supports. Staff emphasized tier 1 instruction improvements, formative and summative assessments, and differentiated support for students who need tier 2 or tier 3 interventions.
District technology and curriculum tools highlighted in the presentation include a standardized Canvas course template, MasteryConnect for assessment tracking and IXL for adaptive math instruction. Joppa noted the district is moving Canvas beyond a storage platform to a digital hub and that, by April 2026, new federal accessibility laws will require digital content to be accessible to individuals with disabilities.
Isbell described professional learning communities (PLCs), instructional coaching and coordinated, data-driven school visits as the primary levers for building capacity and improving outcomes. The district will differentiate the intensity of support based on school needs, with ongoing monthly data reviews and assigned support teams to coordinate visits and next steps.
The presentation also described behavioral supports such as positive behavior interventions and supports (PBIS) and restorative practices, and attendance work focused on reducing chronic absenteeism through family engagement and monitoring protocols. Joppa and Isbell said work will continue while the division awaits final state test results.
