Council receives first reading to freeze Peoria stormwater utility fee for 2026 and 2027

The Peoria City Council received and filed a first-reading ordinance Oct. 21 to amend Chapter 31 of the Code of the City of Peoria to freeze stormwater utility fees at current 2021 levels for 2026 and 2027.
Director Cratty said the ordinance amendment is needed because the existing ordinance applies an automatic Consumer Price Index increase. "Because of how the existing ordinance is written, [the ordinance] needs to be amended because the CPI increase is automatic in the ordinance," Cratty said. He said the change reflects council motions at the prior meeting to keep the stormwater utility fee flat for 2026 and 2027 and that, unless council revisits the matter, CPI increases would default back in 2028.
Council Member Cyr moved to receive and file the first reading; Councilwoman Gordon Young seconded. The motion passed unanimously.
Cratty characterized the amendment as a mechanical requirement to implement council's prior direction and said staff was available to answer questions. The ordinance will return for further consideration as part of the regular ordinance process.
