Staff said the petition involves three primary parcels owned by the petitioners plus four adjacent parcels recommended by staff for inclusion so the boundary would not leave orphaned tracts. Petitioners listed in the record were identified as Emerita and Kelly White, David and Lydia Barbee, and Tommy Graham; staff noted that the total area represented by the petition is approximately 218 acres.
