The Civil Rights Council voted to approve final, unmodified regulatory text implementing Government Code section 11135 and authorized California Civil Rights Department staff to file the package with the Office of Administrative Law and make any non‑substantive edits required by OAL.
The vote occurred during the council’s Nov. meeting after a motion by Council member Hong and a second by Council member Glader. Chair Sandoval called the roll and members present voted to pass the motion. The council also approved the minutes from its Oct. 11, 2023 meeting in a separate procedural vote earlier in the session.
The council’s action authorizes department staff to transmit the rulemaking package to OAL for formal review and to address non‑substantive edits that OAL may require. Rachel Langston, assistant chief counsel for the department, and staff will prepare the final statement of reasons and respond to OAL comments as part of the filing process.
Adam Romero, deputy director of executive programs, and department staff told the council the OAL typically has 30 days to approve or disapprove a regulatory package and that OAL staff commonly raise questions near the end of that period. The council’s approval starts that formal filing stage and triggers a short window for staff to consult the subcommittee about any last‑minute edits before final submission.
