Victor CSD presents phased capital project: classroom additions, turf field and HVAC upgrades

SWBR architects gave the Victor Central School District Board of Education an update on a multi‑phase capital project that district officials plan to advance through the State Education Department review process.

The presentation said phase 1 work will include public address and clock system upgrades across buildings, renovation of the Victor Learning Center (new siding, roof and parking resurfacing), relocation of the junior/senior high main offices with a secure vestibule, and interior renovations to create 17 additional instructional spaces at the junior/senior high. Phase 2 would add air conditioning to gymnasiums and cafeterias, roof restorations, a visitor parking lot of up to about 116 spaces, turfing of the soccer field, an ADA‑accessible walkway and fencing, and miscellaneous repairs.

SWBR representative Lisonbee Shannon described interior renderings and said finishes will be standardized across district buildings. Mark Maddalina, identified in the meeting as SWBR’s sustainability lead, told the board that solar installations are technically possible — typically as ballasted roof systems — but noted incentives for solar are diminishing and that a business case would be needed.

Project schedule information presented at the meeting said the district expects to submit phase 1 to SED and had a SED estimate “about $313,300,000 (as presented).” The consultant said the team aims to advertise bids for phase 1 in October, begin building construction in January 2026 and complete field work later in 2026. The architects said phase 2 schematic and design development were complete and that construction documents were planned for completion by the end of the year.

Board members asked whether the phase 1 work would require classroom moves during the school year; SWBR responded that many installations (PA, clocks, corridor work) would be scheduled on night shifts to minimize disruption and that the operations/learning center work would begin after occupants move out. A board member asked when gym/cafeteria air conditioning would occur; the consultant said that is planned for the summer of 2027.

The board did not take a formal vote on the capital project at the meeting. The district indicated it would provide additional site phasing and safety logistics to building administrators prior to construction and will report back on any consultant costs should the board request feasibility studies, including for solar.
