Owasso approves $4,308 amendment to intersection project for Corps-required aquatic resource plan

The Owasso City Council approved an amendment adding $4,308 to the engineering services agreement with Garver LLC to prepare an aquatic resource protection plan required by the U.S. Army Corps of Engineers as part of the East 96th Street North and N. 140th East Avenue intersection improvement project.
Daniel Dearberry of city staff said the project is well into design and that utility relocations are under way. During design the city learned that a creek and wetlands in the project footprint exceeded exemption limits and triggered the Corps’ Section 404 permitting requirements. The Corps required an aquatic resource protection plan as part of the permitting process; staff said this is the first time the city has needed that plan for a street project of this type.
To meet the Corps’ requirements, city staff and Garver negotiated amendment number 2 for $4,308 to prepare the required plan. Funding is available in the capital improvements budget. The council voted to authorize the amendment and to allow execution of the revised agreement so the permit process can proceed.
City staff said the added work is limited to the Corps’ permitting deliverables; changes to the overall project scope or cost beyond the amendment were not discussed at the meeting.
