The Owasso City Council adopted Ordinance 1239 to annex approximately 3.85 acres at the northern portion of 405 West Second Avenue and to rezone the property from Tulsa County agriculture (AG) to Industrial Light (IL).
Alexa B., a city staff member presenting the item, said the property is part of a larger five-acre tract that includes the former Sertoma building north of East 76 and west of the railroad tracks. She said the council previously rezoned the southern portion of the tract by Ordinance 1236 and that the current request covers the northern 3.85 acres. The applicant seeks IL zoning to allow "support activities for transportation," a use that will require a special use permit (SUP) within the IL district.
Staff said the request aligns with the GoOwasso 2035 land-use master plan, which designates this area for future industrial and regional employment uses, and that both water and sewer service would be provided by the city. Planning Commission recommended approval by a 5–0 vote on Aug. 11. In evaluating the request staff cited Oklahoma statutes on municipal annexation (Title 11, Chapter 1) and the Owasso zoning code (section 1.403) in its report and concluded the annexation and rezoning met legal requirements.
No members of the public were recorded as signed to speak on the item. After a motion and second, the council voted to adopt Ordinance 1239. Staff noted the property is unplatted and will require platting before issuance of building permits.
