The Kenai Peninsula Borough Plat Committee on Sept. 22, 2025, granted preliminary approval to the Homewood Subdivision 2025 Replat (KPB file 2025-130) and approved the petitioner’s request for an exception to the borough’s wastewater-disposal review requirement.
Staff reported the proposal would subdivide a single 2.274-acre parcel into two lots sized about 0.918 acres and 1.356 acres. Staff noted structures on the property, including one near the southern boundary that staff described as shown on the survey with “no encroachment” when measured from pin-to-pin, and another structure on the east side that appears to intrude into the 20-foot building setback by approximately 1.5 feet. Staff recommended the surveyor apply for a building-setback encroachment permit to resolve that issue before final plat approval.
The applicant requested an exception to KPB 20.40 (wastewater disposal reporting). Staff reviewed the exception request, recommended approval and asked the committee to select findings supporting the standards before granting the exception. The committee voted to grant the exception and to grant preliminary approval, both votes unanimous.

During public comment the property owners explained they were subdividing the parcel because tenants who had rented the property for almost two years are interested in purchasing; the owners said the division will facilitate a sale and reduce their need to downsize. No other public comment was offered.
Staff recommended placing a note on the final plat indicating any exception granted and the meeting date. The committee passed both motions and then moved to adjourn.
