Payson Council approves water conversion and UDOT corridor agreements; consent agenda passes

The Payson City Council on Sept. 3 approved a consent agenda, a resolution authorizing the mayor to sign a conversion contract with the Bureau of Reclamation concerning Strawberry Valley Project water, and a corridor preservation agreement with the Utah Department of Transportation for the NEBO Beltway.
Consent agenda: The council voted to approve three consent items: 1) approval of the Aug. 20, 2025 city council minutes; 2) approval of the Aug. 26 special city council meeting minutes; and 3) a resolution related to the Hyde Creek development agreement area (Hyde Creek, Flat B1 and B2). The mayor asked whether pickleball courts in the Hyde Creek development would be for residents only; a council member replied the courts are “the BHOA contingent on that,” indicating homeowners association control. The consent agenda was approved on a roll call vote; council members voting yes included Councilor Hulett, Councilor Rowley, Councilor Moss and Councilor Hyatt. The council excused Councilor Christiansen.
Bureau of Reclamation conversion contract (Strawberry Valley Project): Staff presented a proposed agreement based on the 1920 congressional act to permit conversion of Strawberry Valley Project water from primarily agricultural attachments to municipal and industrial uses while keeping the resource in South Utah Valley. Staff explained the Bureau of Reclamation had required a new form of agreement and set a deadline of Sept. 18 for the new approach. The resolution before council authorized the mayor to sign the conversion contract and to sign third-party agreements that meet the contract form when individual landowners or developers convert water rights as development occurs. The council voted to approve the resolution; roll call votes recorded included Councilor Hyatt (yes), Councilor Moss (yes), Councilor Rowley (yes) and Councilor Hulett (yes). The resolution passed.
UDOT NEBO Beltway corridor preservation agreement: Staff described a corridor-preservation agreement with UDOT that fixes planned signalized intersections and right-in/right-out accesses along the planned beltway alignment to reduce uncertainty for future development and avoid moving existing buildings or parking lots later. Region 3 UDOT staff were present for the presentation. The council approved the agreement on a roll call vote (Councilor Hulett, Councilor Moss, Councilor Rowley and Councilor Hyatt recorded as yes). The mayor declared the motions carried.
