Planning commission approves Summit Ridge Apartments major site plan review

The Reno City Planning Commission on Sept. 17 approved a major site plan review for Summit Ridge Apartments (case LDC25‑00040), a proposed 40‑unit multifamily building on West Fourth Street that will require mass grading with fills up to 21 feet.
City associate planner Leah Piccati told commissioners the subject parcel is just under 2 acres and “severely sloped,” and that the major site plan review is required because the project proposes grading that will result in fills greater than 10 feet. Piccati said staff found the proposal met Reno Municipal Code standards and recommended approval. "Staff does recommend approval of this," she said.
The project would develop about 1.51 acres and leave roughly a half‑acre undisturbed. Applicant representative Stacy Huggins of Wood Rogers said the design preserves slopes over 30 percent and places the building to minimize impacts on adjacent residences. Huggins described building features including three subterranean levels, a tallest parapet of about 49.5 feet and a landscaping plan; she told the commission, "we have fills up to 21 feet."
Commissioners asked about the relationship of the building elevation to nearby homes and about the required December 21 shade study (the winter solstice is used because it produces the longest shadows). Piccati said the top floor of the proposed building will be similar in elevation to the ground floor of an adjacent residence and that the shade study showed no shading of residentially zoned lots between 10 a.m. and 2 p.m. on Dec. 21.
After brief deliberation, the commission approved the major site plan review subject to the conditions listed in the staff report. A motion to approve was made and seconded; the motion carried unanimously.
The approval allows grading and the proposed development to proceed under the conditions in the staff report; other required permits (building permits, permits for retaining walls and any required inspections) remain subject to administrative review and conditions listed in staff materials.
