Staff and commissioners debate need for written time-off and unscheduled-day policy

Multiple county department heads described scheduling and time-off problems that have strained operations and asked the board to adopt clearer written rules for unscheduled days and time-off without pay.
One department head, who said they manage only three full-time employees, said unscheduled absences place an unfair burden on remaining staff and described repeatedly denying requests for unpaid time off when staffing is tight. "When you have 3 employees, you have those choice. So I denied," the department head said. Another speaker said some courthouse employees take unusually large amounts of unpaid time and that the county needs a set number of allowable unscheduled days and clearer notice requirements.
Commissioners and staff discussed 24-hour notice expectations, unscheduled-day definitions and existing policies for no-call/no-show situations. Several speakers urged writing a uniform policy so supervisors and employees understand advance-notice expectations and consequences.
No formal changes to the employee handbook were adopted at the meeting; commissioners indicated they will work on drafting a written policy to present at a future meeting.
