Wake County Board adopts Constitution Week proclamation; approves first readings of employee dismissal policies and timeline for District 8 appointment

The Wake County Board of Education on Sept. 16 unanimously adopted a proclamation designating September 2025 as Constitution Week, approved first readings of two revised employee-dismissal policies and set a timeline to fill the District 8 board vacancy. The board also approved its consent agenda and voted to enter closed session for personnel, student-privacy and attorney-client matters.
The board adopted the Wake County Public School System Constitution Week proclamation, which cites federal recognition of Constitution Day and Week (Public Law 108-447, 2004) and encourages districtwide activities tied to civic education. Assistant Superintendent of Academics Michael Cook presented the proclamation and the board approved it on a motion by Board member Tasha Rice, seconded by Board member Caulfield; the item passed unanimously.
The board approved first readings of two revised policies that clarify which staff the policies apply to and strengthen language on supervisor responsibilities for documenting performance concerns. The changes were presented by district staff as updates to replace older manual policies (to be reviewed in future readings). Board member Dr. Crane said the blue text in the materials represented local edits to the North Carolina School Boards Association model language. The first readings — for policy 79-30 (employees with contracts: demotion and dismissal) and policy 79-40 (employees in non-contract positions) — passed unanimously on motions from Board member Sarah Edmonds and seconded by Board member Frye.
The consent agenda passed on a 6-1 vote. Later, the board adopted a timeline and process for appointing a replacement for the District 8 vacancy: applications will be due Oct. 31 at 5 p.m.; candidate interviews are tentatively scheduled for Nov. 25 (8 a.m. to noon) with the new board member to be sworn in Dec. 2. The timeline passed on a 6-1 vote after board members discussed candidate availability and the need to ensure the newly appointed member could participate in the board retreat. Board member Hershey moved the timeline; Board member Gordon seconded.
Before adjourning the open session, the board voted to convene in closed session to consider confidential personnel matters, student information and privileged legal consultation related to ongoing litigation. The motion to enter closed session carried unanimously.
The board’s actions on Sept. 16 were procedural (a proclamation and first readings). Final adoption of the two dismissal policies will require subsequent readings. The student-assignment process and the District 8 appointment timeline will continue to be developed at upcoming board work sessions and public hearings.
