The developer presented a “base plan” showing seven lots under standard R‑1‑22 rules; Symphony asked for up to nine lots by committing additional right‑of‑way dedication and neighborhood amenity upgrades such as pool shade or a modest entrance landscape.
Neighbors at the hearing expressed concerns about adding lots adjacent to existing half‑acre homes, loss of mature trees, and how adding units affects HOA governance, architectural control and amenity capacity. Several residents asked that any new lots be tightly controlled on design and buffering and suggested a resident advisory committee to give existing homeowners input on design decisions.
Council discussion focused on two issues: land‑use fairness (residents asked not to change the long‑standing expectation of large lots in this neighborhood) and whether the developer should be required to add amenities or buffers if the council allows additional density. Council members said the development agreement should include buffering and other protections for adjacent homeowners; the developer agreed to explore those terms and present a draft returned to planning commission and council.
