Trousdale County committee accepts July financials; approves several grants and insurance recoveries

The Trousdale County Budget and Finance Committee on Aug. 18 accepted the trustee's cash balance and July financial summaries and approved a package of grants and insurance-recovery payments, committee members said.

Committee chair Mister Ford called for approval of the minutes and then walked members through trustee cash balances and July comparisons, noting that property tax receipts generally do not begin until October and that sales taxes run about two months behind. A staff member reported that a certificate of deposit (CD) had matured on April 19, 2025, and that interest from some investments had been applied to debt-service accounts by an earlier resolution.

The committee discussed early indications that sales-tax collections were slightly below budget: members compared a budgeted figure of 1.3 (percent/point as presented) to an actual figure of about 1.29 for the prior year, and staff noted that one month of collections might still be missing from the report. Committee members said they would monitor sales-tax receipts going forward.

On formal actions, Mister Bubba Gregory moved and Mister Chris Gregory seconded a motion to accept the trustee's cash balance and the financial summaries for July; members approved the motion. The committee also approved multiple grant awards and small program payments, taken together for efficiency. The package included an Enbridge grant (details as listed in committee materials), a State Fire Marshal grant for rescue gear (listed as $52,100 in the packet) and a $5,000 allocation for senior-citizen aging programs. The committee approved those items by voice vote.

Members also approved three insurance-recovery items to cover vehicle and equipment repairs: an insurance recovery to fund a sheriff's office vehicle repair (account references in packet), a recovery to cover a convenience-center vehicle repair, and an insurance recovery to an ambulance-service repair account. According to the transcript, Commissioner Chris (recorded as the mover) moved approval and Mister Ford seconded; the motions carried on voice votes.

Committee members noted that some pass-through revenues (listed in the packet as “CoreCivic funds”) appear on county revenue statements but are passthrough dollars and not county receipts to spend. Members also reviewed ARPA and capital-project balances as possible funding sources for future projects.

The committee had no further discussion on the financial items and adjourned its business after approving the consent items and financial reports.
