Grants commission adopts 2026–27 application materials; schedules further review of scoring process

On Sept. 9, 2025, the Roseville Grants Advisory Commission voted to adopt the application materials for the 2026–27 Citizens Benefit Fund, ARPA and REACH grant cycle and agreed on a schedule for further discussion of scoring and allocation procedures.
Staff presented an update on the commission’s prior discussion of scoring and application alignment. The staff member said the materials for the December application opening would not change in time for the 2026 cycle and that any recommended edits to the scoring rubric or process would be brought back to the commission for recommendation to City Council.
Commissioners discussed whether the scoring session should rank applications only (leaving allocation amounts for later) and whether staff should return with refined options. Several commissioners expressed concern that combining scoring and dollar allocations in a single session had caused confusion in prior cycles. The commission agreed staff would prepare refined suggestions and convene a focused discussion after the December application opening.
Commissioner discussion also identified a January workshop as an opportunity for a refresher on the existing scoring rubric (including background on the KONE report that influenced prior rubric changes) and to orient new commissioners. Staff said applications are due Feb. 2 and that commissioners receive application packets in March; commissioners decided a May meeting would serve as a placeholder for a more detailed policy discussion if needed after the April funding recommendations.
At the end of the meeting a motion to adopt the 2026–27 application materials carried on a voice vote. The motion text recorded in the meeting was: “I moved to adopt the 2026–27 application materials.” A second was recorded. The meeting transcript records a voice vote in which members responded “Aye” and no roll-call tally was given. Staff said the city council will receive recommended policy edits later and that the January workshop will include a scoring refresher for commissioners.
