Dare County proclaims Smart Start Month and Diaper Need Awareness Week, board approves matching support for diaper bank

On Sept. 3 the Dare County Board of Commissioners adopted proclamations recognizing September 2025 as Smart Start Month and Sept. 15–20 as Diaper Need Awareness Week.
Sarah Sampson, executive director of Children & Youth Partnership (CYP), and Carla Hepart described CYP’s diaper bank and its monthly contactless pickup program. Hepart said CYP distributed more than 3,600 packs of diapers through pickup events from July 2024 through June 2025 and that last year county support of $15,000 translated into about 75,000 diapers distributed.
The board formally moved to match the prior year’s $15,000 county support to CYP’s diaper bank; the motion passed unanimously. Commissioners praised CYP’s program for reducing stress and helping families cover other costs and discussed public drop-off points and awareness activities for Diaper Need Awareness Week.
In addition to the diaper proclamation, the board proclaimed September as Smart Start Month to recognize local early-childhood services and Smart Start partnership activities that support childcare quality, family support, and child health.
Ending: Commissioners encouraged public support for local diaper drop-off locations and reiterated that county funding would continue for CYP’s diaper bank for the coming year as approved at the Sept. 3 meeting.
