Wylie Parks & Recreation 4B board adopts FY 2025–26 budget; one board member objects

The Wylie Parks and Recreation Facilities Development Corporation (4B) board on Aug. 26 adopted its FY 2025–26 budget and capital improvement plan, approving a revenue projection and a slate of capital purchases and replacements.

Finance staff said the 4B revenue projection for 2025–26 is $6,639,138 (including an 8% increase in projected sales tax receipts compared with the prior year). Proposed expenditures were listed at $8,024,755; staff described a number of capital and one‑time items in the plan including replacement playground equipment at Creekside South and South Brook Park, gym wall padding, a commercial refrigerator/freezer for community facilities, a new Ford Transit van and grounds equipment (an airfield/enfield machine and a zero‑turn mower). Staff also said three part‑time positions had been transitioned to full‑time in the 4B budget.

Staff reported a projected ending fund balance described in staff materials as a healthy fund balance; the board packet cited the fund‑balance policy (25% of budgeted sales tax revenue) and the board discussed that the proposed budget retained a healthy reserve above policy.

Board action and vote: Board member Tara Harrison moved to adopt the 4B budget; Board member Austin Foster seconded. The measure passed 5–1, with Board member Whitney McDougall voting against the budget.

Board chair and staff said the 4B fund supports parks and recreation facilities, senior activities and recreation center operations; they noted there is no outstanding 4B bond debt at present. Staff asked board members to be available for a possible additional meeting later, because state legislative changes require bylaw updates; staff said board members will be notified if that meeting is scheduled.
