The measures passed unanimously. Council approved the development agreement to allow the developer to return later with a planned development zoning case that will be reviewed by planning staff and Planning & Zoning before a final council vote. The annexation services agreement spells out services the city will provide if and when the annexation ordinance is enacted, while placing the cost of utility and roadway connections with the developer.
