Todd County Board approves warrants, public-works payments and multiple planning permits

The Todd County Board of Commissioners on Aug. 19 approved routine financial items, several public-works payments and multiple planning-and-zoning permits after public hearing and staff recommendation.

The board approved commissioner warrants totaling $147,511.05 and Health & Human Services warrants of $38,969.78, both by roll call. The board also approved Health & Human Services SSIS warrants of $155,542.83. The board approved a final payment of $5,898.78 to Knife River Corporation for the 2025 dust-control contract and authorized payment of $7,400 to Chatradalski Excavating for emergency excavation of a collapsed Annex 2 sewer line. The sheriff’s office received authorization to purchase two in-squad radios and two portable radios with required licensing from Motorola, at a total cost of approximately $23,320.38.

On infrastructure matters the board approved a cooperative construction agreement with Ward Township for replacement of a triple-culvert bridge on Ward Township (estimated county/township share: $10,000 engineering and $10,000 construction for the township; engineer estimated the structure at roughly $500,000). The board also approved smaller contract and purchase items included on the public-works agenda. The county approved moving forward with an application for the Minnesota Department of Agriculture County Agricultural Inspector grant (2026), authorizing a $10,000 request that will be reimbursable and initially funded from the ditch and agricultural inspector budget.

In planning and zoning business, the board adopted the planning commission’s recommendations and approved a series of rezones and conditional-use permits (CUPs) after public hearing. Actions included: - Rezone of parcels 210018900, 210018909 and part of 210018908 (Shmeya and Weiner) from R2 to AF1 with two conditions (feedlot registration and NRCS-standard livestock fencing), adopted. - Approval of a cooperative agreement with Pheasants Forever to continue funding for a local Farm Bill biologist position, adopted. - Approval of a CUP to establish a 17-site seasonal campground with a 40-by-40 office building on Parcel 11027400 in Gray Eagle Township (Voles application) with 11 conditions; board adopted the planning commission findings and approved the CUP. - Approval of a CUP to establish an indoor horse-riding arena with four campsites in Hartford Township (Marrone request) with conditions and a two-year review, adopted. - Approval of a CUP to rebuild an electric transmission line and substation in Eagle Valley Township, adopted. - Approval of a salvage-yard CUP limited to 40 vehicles, adopted. - Approval of a woodworking-business CUP (outdoor storage and parking conditions), adopted. - Approval of a temporary family housing CUP under the county’s temporary housing ordinance, adopted. - Approval of a schoolhouse CUP conditioned on septic compliance and driveway review, adopted.

Most planning items passed on voice vote after staff presentation and public hearing; several items included specific conditions (for example, septic or septic‑system timing, stormwater permits, address signage, limitations on seasonal operation and screening/vegetative buffers). Where the meeting recorded roll-call votes (for example, warrants approvals) the minutes show all commissioners voting yes. Other agenda items (consent agenda, personnel items) were approved by voice vote.

The board also accepted routine personnel notices (resignations and hires) and set follow-up actions where required by conditions in planning approvals.
