Board recommends sale of Spanish River Park easement for undersea cable link

The Planning & Zoning Board on Aug. 21 recommended the conveyance of a telecommunications easement crossing Spanish River Park to Flexus Cable USA (applicant), a project the city said will route submarine cable landings and link to the city’s existing fiber infrastructure.
City property specialist Anne Hathaway told the board the easement request is broken into two segments: Easement A (west of A1A) of about 0.282 acres and Easement B (east of A1A) of about 0.211 acres, for a total of roughly 0.493 acres. The Erpin Group appraised the easement at $2,684,000 (dated May 13, 2025). The applicant provided a 10% deposit in the amount of $268,400 on Aug. 13 as required by city code before ordinance introduction.
Staff said the easement would allow underground conduit to connect through an existing access point in Spanish River and then follow city right‑of‑way to existing telecommunications infrastructure; an applicant representative said all work is subterranean and that the park’s surface appearance will remain. City staff noted final construction details and tree impacts would be addressed during the permitting and right‑of‑way process.
Nearby residents asked questions about proximity to private property and whether the cable work would alter the park’s surface; staff and the applicant confirmed the planned route ties into an existing access point and that the work is mainly underground with no towers or permanent above‑ground infrastructure proposed. The board voted 6–0 to recommend the sale ordinance to City Council.
Staff said the ordinance will be introduced to City Council on Aug. 26 with a first reading scheduled for Sept. 9, 2025. Permitting, final construction drawings and coordination with state regulators (as needed) will follow required approvals.
