Committee members were told institutions using JOC early in a program’s life are likely to hire outside administrators to stand up the program and provide contractor outreach and training; the Regents’ staff said they have started conducting outreach and information sessions, including a recent session and planned coverage at a fiscal summit in November. If approved by the committee, the manual would be distributed to institutions the same afternoon and campus‑level implementation would follow.
Senior staff recommended and the committee approved the manual; the committee also authorized staff to make technical edits to the document as institutions begin implementation.
