Assistant Superintendent Michelle Nee presented Douglas County SD 4’s English learners information during the board meeting, noting the district’s annual report is required by ORS 03/2016 and that the statewide report in the packet covers the 2023–24 school year.
Nee said the district’s own data for 2024–25 shows 27 languages spoken among students and 163 students identified as English learners. Of those, 60 were reported as “active English learner students,” meaning they received daily English language development instruction; Nee said 33 of those active students were at the elementary level and 27 at the secondary level. She also said 103 students had exited ELD support and continue to be monitored.
Nee said the district employs English language development teachers in the teaching and learning department and reported three ELD teachers in the district. She also reported five students identified as migrant education students.
The presentation was described as informational and part of the district’s annual compliance reporting; the board received the report and discussed related items later in the meeting.
