Hooper staff, UDOT to hold open house on planned 5500 West improvements; sidewalks, school crossings highlighted

Hooper City planning staff announced that Utah Department of Transportation representatives and consultant JUB will host a public open house next Thursday at 6 p.m. to review a funded roadway project on 5500 West that stretches toward the Davis County line.
The meeting is intended to present what the city has funding to build now and allow residents to ask questions before a public hearing that same evening, staff member Sherry said.
Sherry told commissioners the project is part of a multi-year plan: the city applied for and received funding in 2020, and UDOT is now scheduling the work. She said the most immediate funded phase covers the section from 5500 West to the Davis County line and that construction would likely begin either this fall or in spring, depending on UDOT planning.
Sherry emphasized pedestrian-safety issues along 5500 West. “We have school children that’s within walking distance. Not only do we not have curb, gutters and sidewalks, but we have open drain ditches,” she said, noting the city expects curb, gutter and sidewalks to be installed along 5500 West as phases of funding are secured.
She said other nearby jurisdictions have received funding for improvements on adjoining streets: for example, Roy City received funds to install sidewalks on one side of a road near Freedom Elementary, and the commission discussed how one-sided sidewalks can leave students crossing midblock.
Staff also described another funded project on 5100 West from 4000 South to 3300 South and said the city plans to maintain crossing guards until sidewalks are installed near school routes.
Sherry asked commissioners and residents to attend the open house to view tables and ask project staff questions; the city public-noticed the meeting because a public hearing will follow.
The commission did not take formal action on the road project at the meeting; staff encouraged public attendance so UDOT can explain project limits, timing and design options.
Because this is an early phase in a multi-year program, staff cautioned that details such as whether the SR-177 footprint will affect frontage and whether UDOT will shift the route remain to be decided by UDOT and property acquisitions the agency may already have in hand.
The open house is scheduled for next Thursday at 6:00 p.m. at Hooper City Hall (overflow room), with a public hearing to follow that evening.
