Larimer County commissioners approve four land-use consent items, including Timnath overlay zoning

Larimer County commissioners approved four land-use consent items at a brief Aug. 11, 2025, hearing, the Board of County Commissioners said. The unanimous 2-0 vote covered two property easement/right-of-way vacations, a two-parcel rezoning request and adoption of an overlay zoning district for the Timnath Growth Management Area.

The consent agenda items approved were: (1) Anderson Ranches Inc. and Gibbons right-of-way vacation, file 25-LAND-4454, to vacate a portion of the right of way known as Beaver Hill Country Road (also referred to as Old Otter Road) on property between Anderson Ranches Inc., William Ray Gibbons and Dixie D. Gibbons in Bellevue; (2) Cushman's Lakeview Development First Filing, Pettinger easement vacation, file 25-LAND-449492, to vacate a 10-foot utility easement running approximately 118.87 feet across the eastern portion of Lot 1 on Irene Way in Fort Collins; (3) a rezoning request, file 24-ZONE-3706, to rezone two properties from Rural Residential (RR-2) to Rural Plan Development (RPD) inside the Timnath Growth Management Area; and (4) adoption of the Timnath Growth Management Area Overlay Zone District, file 25-ZONE-3774, which the planning staff said includes certification of the county zoning map if the consent motion is approved.

Principal planner Matt Lafferty, of the Larimer County Community Development Department, told commissioners he appreciated assistance from the Town of Timnath and its acting planning director, Scott Robinson, who attended the hearing. "I did want to express my gratitude for the great work that, and assistance that was provided by the, Timna[t] town council, as well as to Scott Robinson, who is the acting is the planning director over at the town of Timnath," Lafferty said.

Commissioner Joey Schad McNally, Chair Pro Tem, called for the motion to approve the consent agenda. Commissioner John Kefalas moved to "approve the 4 items listed on the 08/11/2025 consent agenda subject to the conditions in the staff reports and further move to authorize the chair to sign the findings and resolutions." After no further discussion, McNally called the vote: "All those in favor? I, that passes 2 0." The board recorded two yes votes and no opposing votes.

Because the items remained on the consent agenda, staff did not present each item and there was no public comment on the specific items unless an item had been pulled. The board also noted the procedural detail that adoption of the Timnath overlay zoning item carries with it certification of the county zoning map as part of that action.

The meeting lasted briefly; commissioners completed the consent agenda and adjourned at 3:09 p.m.

Items approved on consent will proceed according to the conditions in the staff reports and with the chair authorized to sign the related findings and resolutions.
