The Washington Terrace City Council voted on Aug. 5 to approve staff's request to expand the scope of the Romer Park Pickleball Phase 3 project to add several elements while remaining within the original budget and available grant funds.
Carlos, the parks project lead, told the council the contractor's phase-3 bid came in lower than expected, which created available funds the city can use now rather than returning them. Staff recommended prioritizing a pedestrian trail, the south entrance sidewalk and crossing, rock walls and grading, and tree planting. Carlos said the dog park is on the list but will depend on final numbers once staff and the contractor complete a change-order estimate.
Council members praised staff's approach to reserve some phase-4 elements so the city can remain eligible for future grants. Council moved, seconded and approved the expansion by voice vote; no recorded opposition was stated. Carlos said council approval permits staff to work with the contractor to develop a formal change order and return to council with final pricing.
Ending: Staff will return with a change order showing final costs for council approval; if the expansion were not authorized, staff said the city would likely have to relinquish grant funds according to grant rules.
