Commissioners direct contractor Headwaters to handle demolition; abatement bids to return as change order

Shanda Crystal, Bannock County chief procurement officer, presented options for abatement, demolition and backfill of the old event center office after the county received a change-order estimate that staff described as unexpectedly high.
Crystal told commissioners the initial change-order estimate for abatement was "a little shocking" at over $45,000, prompting staff to seek alternative bids and options to perform some work internally. Public works director Kyle Burmister reported that current regulatory limits allow government entities to remove up to 160 square feet without triggering abatement rules; the measured area for the project was 206 square feet, putting the job over that threshold and requiring either a trained observer or a contractor to perform abatement work.
Crystal said the county has one contractor offering a not-to-exceed abatement bid of $10,000 if the county agrees to waive landfill fees and accept materials at the county landfill; a second bid from Headwaters was expected later the same day. Crystal described demolition and backfill as already included in Headwaters' contract and said the county would prefer Headwaters to perform demolition and compaction because that work is included in the contract price and carries contractor liability.
Dan Kendall, facilities director, and other staff confirmed that abatement details and the chosen contractor's signed bid would return to the board as a change order for review before abatement work begins. Crystal said the abatement change order will come back to the board with full details. Commissioners asked for signed bids, landfill criteria and verification that the contractor's scope addressed the regulatory distinctions between demolition and renovation related to vinyl flooring and whether abatement was required.
The board indicated consensus to proceed with Headwaters for demolition and backfill under the existing contract and to await formal abatement bids and a change order for any abatement work. Commissioners emphasized that any abatement change order would return to the board for approval prior to work beginning.
