Cass County Commission approves IT contracts, tractor purchase and personal-financial-disclosure ordinance; moves to closed session

The Cass County Commission on Aug. 6 approved three resolutions covering information-technology support and equipment purchases, adopted an ordinance setting personal financial disclosure requirements and voted to go into a closed session under state law for legal matters.
The commission approved Resolution 25-75 to authorize a managed-service agreement with Landman Incorporated to provide information-technology support and data-backup services for the Cass County Assessor's Office. The commission then approved a companion contract, Resolution 25-76, for the same firm to provide IT support services for the Collector's Office. Both resolutions passed on unanimous recorded voice votes (3-0).
The commission approved Resolution 25-77 authorizing the Road and Bridge Department to purchase two John Deere tractors under a cooperative contract with the Missouri Department of Transportation. Commissioners said the tractors will replace older equipment; the motion passed unanimously (3-0).
The body adopted Ordinance 25-05, which the commission described as the periodic adoption of sections relating to personal financial-disclosure reports required every two years; the ordinance passed unanimously (3-0). The meeting record did not specify which positions are required to file disclosures beyond the commission’s description that the adoption happens biennially.
There were no members of the public who offered comment during the public-comment portion of the meeting, according to the transcript.
Near the end of the session, the commission voted to go into a closed session citing legal matters under RSMo. §610.021(1). The motion to enter closed session was approved on a roll call vote: Bob Houston — yes; Mike Moreland — yes; Jeff Fletcher — yes. The commission indicated it would adjourn the general session after the closed session.
The meeting also included routine approvals of the agenda and minutes from the July 16 work session and July 23 commission meeting; those motions were passed by unanimous voice vote earlier in the session.
