County to assess animal‑services storage building after staff flag rotting siding and potential asbestos

County building maintenance and parks staff briefed supervisors on capital improvements, preventative maintenance and a deteriorated storage building at the animal services facility that may contain asbestos‑containing siding and a rotted sill plate.

Staff reported recent capital work including VFW roofing, spill repairs at lift stations, upgrades to court lobby space, and conversion/reuse of older county space for sheriff offices. Parks revenue and campground collections were reported as up year over year after operational improvements and stricter payment enforcement.

Animal services staff and building maintenance described a modular trailer and an adjacent storage building (the “Fishing Game Building”) near the kennel area that appears to have rotted structural elements and asbestos siding. Staff said the concrete sill plate along the east face is likely rotted and that full asbestos testing and an abatement estimate are needed. The building could be removed and replaced with a single‑bay metal structure for storage if remediation or removal is approved.

The board asked whether this should be handled through capital improvement funding; administration said the Technical Advisory Committee (TAC) can review the project and recommended asbestos testing as a first step. Staff said a quote had been received for trailer testing and recommended proceeding with an asbestos assessment for the building, then bringing a remediation or demolition project to TAC and the board.
