Bettendorf council previews Aug. 4 agenda; bridge contract to be voted in special meeting

The Bettendorf City Council will consider awarding a contract and approving a contract and bond for the Gateway Pedestrian Bridge and Trails Phase 2 project at a special meeting on Monday, Aug. 4, following a Committee of the Whole discussion earlier that evening at Bettendorf City Hall.
Angie Sharp, community engagement manager for Bettendorf City, said the committee will first review two consent items and then hear a presentation related to the bridge project before adjourning the committee to begin the special council meeting. "It's a little confusing, but that's just how the process works," Sharp said.
The committee agenda lists two consent items for discussion: Consent C, a resolution approving the Quad City Regional Incident Management Assistance Team Grama (as listed in the packet), and Consent L, a resolution approving a site development plan for a project described as "Highland Ridge fourth edition" submitted by E and A Development Company. After those discussions, council members may discuss other consent items from the packet; the consent agenda for the regular meeting that follows includes 20 items.
The special meeting is scheduled so the council can vote on the recommendation to award the contract and approve the contract and bond for the Gateway Pedestrian Bridge and Trails Phase 2 project. Sharp said the council will need to adjourn the committee meeting to begin the special meeting and take that vote.
Tomorrow's regular meeting includes two public hearings noted in the packet. Item 5 is a public hearing on the Kiwanis Park mini-pitch asphalt pad project; Sharp said the council will vote on the related resolution, which the packet describes as requiring a single council vote. Item 7 is a public hearing on the rezoning of 5680 North Street from a rural residence district to a single-family residence district; the packet indicates the council will vote on the first reading of that rezoning, which is an ordinance and therefore requires additional readings per code. The packet also lists item 9 as the second reading of an ordinance to amend city code to add a school zone on Hopewell Avenue near Saint Joan of Arc Catholic School; that item is scheduled for a second-reading vote.
All Committee of the Whole and City Council meetings, including the special meeting, are open to the public at City Hall and are livestreamed on the city's YouTube channel. Sharp said residents can sign up for alerts and updates via the city's communications portal.
