White explained that the advertised required local effort (RLE) rate publicized as part of the legal advertisement is 1.049, which reflects a base of 1.047 plus a 0.002 prior‑year adjustment. The district’s advertised total millage is 2.947 (comprised of RLE, discretionary operating, voted operating and capital outlay components).
