The Houston Planning Commission on July 24 approved a large number of plats and variance requests, recorded two withdrawn items and deferred several proposals for further review.
The commission took a single voice vote to approve consent and grouped items (Section A/B and sections G–J) covering items 1–64 and multiple extensions and administrative filings. Two agenda items — 72 and 76 — were withdrawn and were not heard.
Key approvals and actions the commission recorded at the meeting include final votes on replat and variance items across the agenda, recorded as voice votes where the transcript shows “Aye” and the chair announcing the motion carries. Individual roll-call tallies were not provided in the public audio transcript for most items; the minutes reflect motions, seconds and voice approvals.
Votes at a glance (selected items and recorded outcomes):
- Item 65 — Coastal Enclave Replat No. 1: staff recommended disapproval due to incomplete notice; the commission voted to disapprove the plat (motion by Garza; second Sigler). Outcome: disapproved.

- Item 72: withdrawn; no hearing or vote.
- Items 73–75 — Mount Houston Road / Cordoba Drive Park (73), Park at Champions Park (74), Southgate Addition partial replat (75): staff recommended approval; commission approved. Outcomes: approved.
- Item 76: withdrawn; no hearing or vote.

- Item 79 — Veil/Blodgett development: staff recommended variances and approval subject to conditions; the commission approved. Outcome: approved with conditions (sidewalks, buffers, fencing and turnaround as listed in staff conditions).
- Item 80 — Becker Commercial (ETJ): staff recommended a variance to avoid a north–south street connection for reasons including a flood control channel; the commission approved. Outcome: approved with CPC conditions.
- Item 81 — Enclave at Katy Hockley (ETJ): the applicant requested and received a 30-day extension to August 21 to resolve a street alignment issue; the commission approved the extension. Outcome: extension granted to 08/21/2025.
- Item 82 — Harris Health System Casa de Amigos replat and variances: staff recommended several variances (including no right-of-way widening and building-line exceptions) and approval; the commission granted the variances and approved the plat. Outcome: variances granted and plat approved subject to abandonment ordinance prior to recordation.
- Item 83 — Northeast Sludge Transfer Station: staff recommended a variance to regularize a reduced building line created by right-of-way dedication; the commission approved the variance and plat. Outcome: variance granted and plat approved.
- Item 84 — Sonterra Legacy Shops (Waller County ETJ): staff recommended granting a variance to allow access from a recorded access easement rather than public right-of-way; the commission approved. Outcome: approved with CPC 101 conditions.
- Items 85–95 (extensions) and sections H, I, J (name changes/certifications/administrative) were approved in a grouped motion. Outcome: approved.
- Items 96–97 (development plats with variance requests at 312 Glenwood Drive and 7803 Sandra Street): staff recommended approval of the requested building-line variances and the commission approved both items. Outcome: variances granted and plats approved.
The commission also set an August 21 public hearing date for a group of future plats including Bon Air Estates, Bradford Villas, Carr Street Estates, Chloe’s Haven and several others.
Several items that drew public attention raised recurring themes: enforcement limits in the extraterritorial jurisdiction (ETJ), drainage and flood control responsibilities resting with Harris County and the Texas Water Code, and residents’ requests that applicants coordinate with neighborhood associations on buffering and access. In multiple cases staff noted that specific technical or enforcement questions (drainage, certificates of compliance, driveway placement) are handled by county engineering or Houston Public Works and that some private matters (deed restrictions) remain the responsibility of property owners.
The meeting closed at 4:01 p.m.
