Houston launches 30-day residential permit pilot; 31 of 50 applications cleared in under 30 days

Von Tran, secretary of the Planning Commission and director of the Houston Planning and Development Department, told the commission on July 24 that Mayor John Whitmire’s 30-day residential permit pilot launched on July 7 and is already producing fast results.

“I just wanted to let everyone know that the 30 the Mayor Whitmire's 30 day residential permit pilot program officially launched on July 7,” Von Tran said. “In our third week of the pilot at the Permit Center of the 50 applications participating in the program I am pleased to say that 31 projects have been approved by all departments in less than 30 days already.”

The pilot is intended to test whether tighter timelines at the Permit Center can speed residential development reviews and help “rebuild public trust in local governments capacity to facilitate responsible development,” Tran said. He told the commission the results could support future reforms in commercial and multifamily permitting if outcomes remain positive.

Tran provided contact information and an online resource for more details: houstonpermittingcenter.org and the Planning and Development Department’s website at houstonplanning.com. He also gave phone numbers for the department and a “planner of the day” line for follow-up questions.

The announcement appeared during the director’s report at the July 24 Planning Commission meeting. Tran’s briefing did not include details on costs, staffing changes, or a formal timeline for expanding the pilot into other permit categories; he said the pilot’s performance will determine next steps.

The Planning Commission did not take any vote on the pilot itself during the meeting; Tran presented the update as informational.
