Guadalupe council adopts lighting-district rate resolution
Summary
On July 22 the council adopted Resolution No. 2025-45 to set annual rates for the Guadalupe Lighting District. Staff said electrical charges have risen since 2019 but current annual rates remain lower than those in 1995 due to LED conversions.
Jeff (city staff) presented a public hearing and recommendation regarding the Guadalupe Lighting District on July 22. The lighting district covers nearly the entire city where streetlights exist; staff recommended updated annual assessment rates to cover higher electrical fees since 2019.
Jeff said that, despite recent increases in electrical charges, current district rates are lower than when the district joined the city in 1995 because most fixtures were converted to LEDs and LED operation costs are lower. As an example from the staff report, Jeff noted a heavy-commercial class that in 2015 had a $134 annual charge and that the comparable rate presented was $46 for the current assessment year.
After opening and closing the public hearing, a motion was made to adopt Resolution No. 2025-45; the council conducted a roll-call vote. Council member Acosta Junior was absent. Council members Fernandez, Villegas and Hernandez and Mayor Julian each voted in favor and the resolution carried (all ayes among members present). The resolution will place the assessments on the tax roll as described in the staff report.
