Planning Commission reviews sample objective design standards; PlaceWorks seeks direction on level of prescription

The Cupertino Planning Commission on July 22 reviewed a set of sample objective design standards (ODS) drafted by PlaceWorks as part of the city’s housing‑element implementation. Greg Goodfellow, senior associate at PlaceWorks, presented draft standards intended to make design reviews for multifamily and residential mixed‑use projects more objective and ministerial.

Why it matters: California housing law increasingly requires objective, quantifiable standards for multifamily projects so local design review cannot be used subjectively to deny housing. The city is developing ODS to apply citywide to multifamily and mixed‑use residential projects, and commissioners were asked to comment on content, format and the appropriate level of prescriptiveness.
