Council approves redevelopment agreement, tax abatement for 328 East Broadway (Colonial Hotel)

The Excelsior Springs City Council on July 21 approved a redevelopment agreement and a Chapter 353 tax abatement for 328 East Broadway, the building identified in the meeting as the former Colonial Hotel.
Laura Mize, Community Development staff, told the council the property had been obtained by owner Susan Blazer and that the planned work includes a full interior remodel and exterior repairs: rebuilding balconies, roof work, masonry repair, restored windows (Mize said 72 windows would be restored), new HVAC, plumbing repairs, and a new fire alarm system. Mize said the investment is expected to be $476,626.80 and that the project met the requirements of the Excelsior Springs Redevelopment Corporation and was approved by the Historic Preservation Commission for the balcony work.
Under the Level C schedule described in the staff report, the project is eligible for 100% abatement for 10 years and 50% abatement for five years, “whichever comes first,” language Mize read to the council. The application includes a redevelopment agreement and the applicant and contractors will obtain any further permits as required.
The council opened a one-minute public hearing; no members of the public spoke. After the hearing was closed, a council member moved to take Ordinance No. 25-07-01 to second reading, the motion was seconded, and a subsequent motion to approve the ordinance passed on roll call. The vote recorded all members present as yes.
Because the redevelopment agreement and tax abatement were considered under the city’s ordinance package, the council approved the ordinance (25-07-01) authorizing the redevelopment agreement and the proposed tax abatement for the project area.

Looking forward: Mize said the applicant and contractors will obtain any additional permits needed before construction begins. The council did not attach additional conditions during the meeting.
